Control pretrial investigation

The main tasks of the Division of Pre-trial Investigation Control are as follows:
  • to ensure that pre-trial investigation is conducted in compliance with provisions of the Constitution of the Republic of Lithuania, international treaties, Code of Criminal Procedure and other laws and legislative acts;
  • to seek that all persons having committed criminal offences are brought to criminal liability.

Prosecutors working in the Division of Pre-trial Investigation Control organize pre-trial investigation conduced by central pre-trial investigation bodies such as Criminal Police Bureau of Police Department (except for divisions of organized crime investigation), Financial Crime Investigation Service, State Border Guard Service, Customs Criminal Service, and Military Police as well as direct such investigations and control criminal procedure activities performed by the officers of the listed bodies. In addition, the Division analyses the status of criminality, rate of crime detection in the whole country and in particular regions, how it is related with proper implementation of regulations of Code of Criminal Procedure, and forms the unified practice of pre-trial investigation into criminal offences and control of criminal procedure activities.

Prosecutors of Division of Pre-trial Investigation Control of Prosecutor General’s Office provide methodical and practical assistance related with pre-trial investigation, organization, control and direction thereof to the officers of central pre-trial investigation bodies and prosecutors of territorial prosecutor’s offices. Moreover, they submit suggestions, drafts and comments on the drafts of criminal procedure law and criminal laws and other legislative acts as well as on issues concerning improvement of work organization in the Division and prosecutor’s office or any other issues, to the authorities of Prosecutor General’s Office.

In January 1995 Division of Interrogation and Investigation Control was established in Prosecutor General’s Office. In 2003 the name was changed to the Division of Pre-trial Investigation Control. In addition to the Chief Prosecutor and his Deputy, there are sixteen prosecutors, four assistants to the chief prosecutor and three specialists working in the Division at the present.
